Pallet recorded scores of 7.25 and 6.75 in the 20 minute encounter to leave her opponent requiring a near-perfect 9.90 when the siren sounded to end the Final.
Earlier Pallet had eliminated top seed and Jeffreys Bay local Gina Smith in the Semifinals while Brand overcame the challenge of Chantelle Botha (Warner Beach) in the all-South African women's field.
The World Surf League (WSL) Junior Qualifying Series (JQS) 1,000 rated events in the Billabong Junior Series count towards the crowning of the 2015 WSL Africa Junior titles and selection of the squad to represent the regional at the WSL Junior Championships in January 2016.
